Updated and Detailed Schedule for the Electronic Invoice Reform

Following the October 15 announcement regarding the abandonment of the PPF development, the DGFIP and its partner AIFE are ramping up informational meetings to clarify the schedule for the next stages of the electronic invoicing reform. Here’s a detailed guide to the confirmed key dates as of today.

  • September 1, 2026: Obligations start for specific businesses.
  • September 1, 2027: Extension to all affected entities.
    These deadlines remain indicative and represent the latest possible dates.

Key Upcoming Milestones

Below are the main milestones confirmed so far. Adjustments may occur based on future official announcements.

  1. November 18, 2024
    • Deadline for PDPs to apply for participation in the mini-pilot directory via the RESANA platform.
    • Publication of the directory note for candidate PDPs.
  2. November 25, 2024
    • Notification to PDPs regarding the selection of their mini-pilot application.
  3. Mid-December 2024
    • Publication of updated technical specifications focusing on directory and declaration services.
  4. Mid-January 2025
    • Preparatory meeting for the mini-pilot and its launch with beta-testing PDPs.
  5. March 3, 2025
    • Opening of the directory service to other PDPs in a phased rollout (directory pilot).
  6. First Quarter 2025
    • Deployment of the PEPPOL DCTCE FR service, enabling exchanges between volunteer PDPs.
  7. Second Quarter 2025
    • Start of end-to-end testing on the e-invoicing scope for volunteer companies with their PDPs.
  8. Fourth Quarter 2025
    • Availability of a testing platform for PDPs to lift registration reservations.
  9. January 2026
    • Launch of a mini-pilot for the declaration service on the administration’s platform.
  10. End of First Half 2026
    • First definitive registration of PDPs after successful interoperability tests.
  11. End of First Half 2026
    • PDPs must submit a compliance audit report within 12 months of their final registration.
