Updated Analysis of Registered or Pending PDP Profiles

Following the latest update to the list of Partner Dematerialization Platforms (PDPs) registered or pending registration, the market now includes 72 registered PDPs (including three via two legal entities) and three PDPs pending registration.

Historical pure players, such as Generix, remain the largest category, representing 34% of registered PDPs. However, their share continues to decline (50% on the initial lists). These actors pioneered the digitization of invoicing processes but are now being challenged by new entrants.

2. Management Software Providers: 20%

Approximately 20% of registered PDPs are software providers specializing in management, invoicing, or pre-accounting solutions. These providers primarily target SMEs, micro-enterprises, and self-employed professionals, representing a potential audience of 7 million taxpayers. Their adoption is key to the reform’s success, ensuring widespread and rapid implementation.

3. Document Processing Sector: 16%

The “Document Processing” category is showing significant growth, representing 16% of PDPs. This category includes providers specializing in:

  • Electronic document management (EDM),
  • Document digitization,
  • Administrative process management.

4. Accounting Networks and Banks: 25%

Accounting networks and banks, often partnering with software providers, account for around 25% of PDPs. These bundled solutions are effectively addressing the needs of professional clients.

5. White-Label PDPs: 35%

The trend toward white-label PDPs is becoming increasingly evident, with at least 35% of PDPs operating under this model. This approach allows third-party operators to offer PDP services without developing their own infrastructure.

6. Transition from Dematerialization Operators to PDPs

More than 35 dematerialization operators (often acting upstream of regulatory compliance services) have taken advantage of the announcement of the Public Billing Portal (PPF) discontinuation to become registered PDPs. These operators cover various domains, including:

  • Pre-accounting,
  • Process digitization,
  • Payment,
  • Document management.

Future Outlook: A Hundred PDPs Expected

The DGFIP estimates that around 100 PDPs could be registered soon, with an acceleration of registration requests, particularly for white-label models, following the October 15 announcement. In November, it also reported rejecting 18 applications, with candidates originating from around ten different countries.
